The pace needed for a target time is simple to calculate (time divided by distance), but having quick references helps with training and race planning.

It is the time needed to cover one unit of distance, usually expressed in minutes and seconds per kilometer (e.g. 5:30/km) or per mile. It is the inverse of speed: the lower the pace, the faster the runner is moving.
Probably not at the same relative effort. Under the Riegel formula, the expected 10K time from a 25:00 5K is about 52:07, slightly more than double, meaning an average pace a bit slower than 5:00/km.

The strategy most coaches recommend is an even pace, the same speed from start to finish, or a slightly negative split, with the second half a bit faster than the first. Starting too fast tends to cause early fatigue and pace loss in the final kilometers.
Pace is the inverse of speed: it measures how long it takes to cover a unit of distance (min/km or min/mile), while speed measures how much distance is covered per unit of time (km/h or mph). A 5:00/km pace equals a speed of 12 km/h (about 7.5 mph).
