Usually yes, for a curious reason: car speedometers are deliberately optimistic. Regulations in many countries allow the instrument to read higher than the true speed but never lower, so manufacturers calibrate with margin. Dashboards commonly read 5 to 10 % high. GPS measures actual displacement and has no such bias, but it is also not the legally required instrument.
Under open sky, yes, and for speed it is usually better than a car speedometer, which is deliberately calibrated to read high. Where GPS struggles is in urban canyons between tall buildings, where the signal arrives reflected and the position jumps. The tool shows accuracy in metres so you know when to be sceptical.
You can, with a firm mount, and that is how the measurement stays most complete, since the page has to remain visible. Just remember that high-accuracy GPS with the screen on is among the heaviest battery consumers on a phone, so bring a charger on long rides.
