This matters beyond convenience: documents from sealed cases, or containing health data, data about children and adolescents, or about victims, should not travel through a third-party server just to be compressed or merged. This tool's compression is structural: it removes metadata (title, author, keywords), discards the incremental revision history a PDF accumulates when it is saved multiple times by different programs, and rewrites the file using object streams, a more compact way to organize the PDF's cross-reference table. This tends to noticeably shrink PDFs produced by word processors and re-saved several times.
What it does not do is recompress embedded images: a PDF made mostly of high-resolution scanned pages (the common case for digitized documents attached to a filing) will see small or no reduction this way, because the file's weight is in the photos, not the structure. In that case, the alternative is to scan at a lower resolution from the start, or use an image converter to reduce the scan quality before assembling the PDF.
