A 5% raise looks fine until period inflation is 6%. To know, compare your percentage with the IPCA or INPC accumulated since your last raise. The calculator below does that month by month with the IBGE series and shows the real gain or loss in percent and in reais.

The same 5% against the year IPCA (4.62%) would give only a 0.36% real gain: the index you pick changes the verdict.
With double-digit inflation, a 6% raise left the salary buying about 3.7% less.
Multiply the salary by 1 plus the percentage divided by 100. For R$ 3,000 with 5%: 3,000 x 1.05 = R$ 3,150, a difference of R$ 150 per month. For a cut, use a negative percentage: R$ 5,000 with -10% gives R$ 4,500.

Not under any general law. Brazilian Law 10.192/2001 provides for free negotiation at the annual data-base and forbids automatic raise clauses tied to a price index. Your sector percentage comes from that year's collective agreement; what the calculator offers is the numeric argument for negotiating.
