The answer everyone repeats is 8.33 %, but on its own it is not enough: NBR 9050 pairs each slope band with a maximum rise per segment and a maximum number of segments, and that is where most designs go wrong.

Under normal conditions, 8.33 %, which is a 1:12 ratio. That is the ceiling of Table 4 and applies to new construction. In renovations, where meeting that table is demonstrably impossible, Table 5 allows up to 12.5 %, but with per-segment rises so small that in practice it only serves to overcome isolated steps.
Only in renovations, and only once the possibilities of meeting Table 4 are demonstrably exhausted. Even then, between 8.33 % and 10 % each segment climbs at most 0.20 m, with a maximum of four segments. In other words, Table 5 is not a shortcut for making the same ramp shorter; it is an exception for small rises.
For a field check, yes, provided you calibrate the device first on the bubble level. Uncalibrated, the typical fixed error of 0.3 to 1 degree corresponds to roughly 0.5 % to 1.7 % of slope, which is too much near an 8.33 % limit. For a formal report, a certified instrument and a qualified professional are required.
