When a contract does not set a default-interest rate, the law fixes a supplementary "legal" rate, and that rule changed. With Law 14.905/2024 (in force since 30/08/2024), CC art. 406 now defines statutory interest by the Legal Rate, published monthly by the Central Bank (BCB SGS series 29543, the rate itself, not to be confused with the auxiliary series 29541 and 29542, which are only the SELIC and IPCA-15 factors used to compute it) as the SELIC target minus the projected IPCA-15, that is, only the real interest, since inflation is restored separately by monetary correction. This interest is simple, with a monthly zero floor (CMN Res. 5.171/2024). This calculator applies the Legal Rate month by month for the period entered, as an estimate; for dates before 30/08/2024, the applicable regime was SELIC (STJ Tema 1.368).
The big change in Law 14.905/2024 was to split what SELIC bundled together. SELIC, previously used as a single index, embeds monetary correction and interest in one number. The Legal Rate isolates the real-interest part: it is defined as SELIC minus the projected IPCA-15. So updating a debt now has two explicit components, monetary correction (by an inflation index, usually IPCA) and interest (by the Legal Rate).
The Central Bank publishes the Legal Rate value every month (SGS series 29543). Because it depends on SELIC and projected inflation, it varies over time, which is why the calculator needs start and end dates: each month of the period gets the rate in force that month.
Interest is simple: it always accrues on the original amount, with no interest on interest. If the accumulated Legal Rate for a period is, say, 6%, a R$ 10,000 debt would yield R$ 600 of interest, for a total of R$ 10,600 (plus monetary correction, computed separately). Extending the period adds the months summed, and the tool shows the accumulated rate used.
There is a floor: under CMN Resolution 5.171/2024, the monthly Legal Rate cannot be negative (zero floor). In months where projected inflation exceeds SELIC, that month's rate is treated as zero, not negative, interest never reduces the debt.
The Legal Rate applies from 30/08/2024. For interest running in an earlier period, SELIC applied (STJ Tema 1.368), and the calculator warns when the start date precedes that turning point. This matters for old debts, which can straddle both regimes.
The Legal Rate is supplementary: it fills the gap when a contract does not agree on default interest. If a valid contractual rate exists, the contract's rate prevails. Note that the same model (IPCA for correction + Legal Rate for interest) also took effect, from 30/08/2024, in the labor courts, under Law 14.905/2024.
