The base calculation is the vehicle's assessed value multiplied by that state's rate for that vehicle type (car, motorcycle, truck, bus or utility vehicle). The assessed value usually follows the reference price table the state tax authority publishes for the year, and the rate ranges from about 1% (trucks and buses, in most states) to 4% or more (cars, in states like São Paulo and Rio de Janeiro).
A vehicle must be registered in the owner's state of residence, so doing this on purpose ("plate shopping") is against the rules and can be fined; the comparison here is for information and planning, not to suggest where to register.
