No. The PDF is built directly, without going through browser printing, which is what draws the date and address in the margin. Only the Print button goes through it, which is why the sheet margin is zeroed there.
The file is meant for printing and writing by hand. To change something, adjust the options and download again: the preview shows exactly what the PDF will contain.
