Refresh rate is how many times per second the screen redraws the image, in hertz (Hz). Regular screens use 60 Hz, and gaming models reach 120, 144, 240 Hz or more. Setting the system to 144 Hz does not guarantee the browser, the cable or the power mode actually deliver it. Measure mode counts the frames the browser draws for 3 seconds using requestAnimationFrame, takes the median interval to ignore dropped frames and rounds to the nearest common rate. The raw value is shown smaller. The chart shows the interval of the last 120 frames, and dropped frames are intervals that run too long. UFO mode moves objects at fixed speeds in CSS pixels per second. At higher rates motion looks sharper and the blur trail gets shorter, which you can compare by eye, including between two monitors.
