Yes. The conversion route is called with excludeBannedUsers set to false, so banned accounts come back too, and the profile card shows a banned or terminated notice. Its profile may not open on the website.
The account ID never changes, but a name can move: if the owner renames and someone else registers the old one, the same text starts pointing to a different ID. That is why scripts and lists should store the number.
No. A User ID identifies player accounts only. Game Place and Universe IDs have their own converter, and so do item and clothing Asset IDs.
