A washing machine that walks across the floor during the spin cycle is unbalanced, badly levelled, or has worn dampers. Your phone accelerometer shows how much it actually vibrates and lets you compare before and after each adjustment, instead of guessing.

Not reliably. The main problem is not even the sensor, it is coupling: a seismometer is fixed to the ground or to a rigid base, while a phone rests on furniture that has its own mechanical response. On top of that, a MEMS accelerometer has too high a noise floor for the subtle motion a seismic station picks up hundreds of kilometres away. Networks that do use phones to detect quakes work through sheer numbers of devices, not the quality of any single one.
There is no universal figure, because it depends on the model, the load and the floor. That is why the tool is useful as a comparison: measure before the adjustment, adjust, then measure again with the same load and the same programme. The relative drop says far more than the absolute value.
Only if the vibration is moderate and you stay nearby. On a genuinely unbalanced machine the device can slide off and fall. If it is jumping, measure for a few seconds with the device held firmly against the side panel, or fix the levelling first.
