Wet-area floors need a minimum slope for water to drain, and a ceiling so they do not feel uncomfortable underfoot. Your phone measures that fall in millimetres per metre, which is exactly the unit bricklayers and designers work in.

Once calibrated, a phone accelerometer resolves roughly 0.1 to 0.2 degrees, which is about 2 to 3.5 millimetres per metre. That is enough to set a countertop, hang a shelf, check a washing machine or level a picture frame. It is not enough for precision work such as industrial machine alignment or surveying, where a certified electronic level with arc-second resolution is used.
That depends on the design, the floor finish and the standard or building code that applies to your case, not on a single universal rule. Check with the responsible designer or the finish manufacturer specification. The tool measures what exists accurately; deciding which value to adopt is a design decision.
Do not rest the device directly on it. Lay an aluminium straightedge or a flat board across the surface and rest the phone on that: besides protecting the device, the straightedge averages the reading and prevents a local few-millimetre bump from producing a misleading measurement.
