It is the astrological chart of the moment the Sun comes back exactly to the position it held at your birth. It happens once a year, near your birthday, and the chart is read as the theme of the period until the next birthday. It is a symbolic technique of astrology, with no scientific evidence that it predicts events.
By tradition, from the moment of the return until the next return, in 2027. The tool calculates any year from the year after birth, and the year selector lets you open 2027 right after.
Only as an approximation. The return can fall up to about a day from your birthday, and the Ascendant turns the zodiac in 24 hours, so a shift of hours changes the chart almost completely.
Because the tropical year is 365.2422 days, not a whole number. The fraction of almost a quarter day moves the return forward about six hours a year and back a day every leap year.
The exact time is essential here: the rising sign changes every two hours on average.

The readings come from the Western astrological tradition and are symbolic. The positions of the bodies are astronomical calculation. All calculation happens in your browser. Date, time and city are not sent to any server and are kept only on this device, for the other astrology tools.
