Your plan says 100 and the browser shows a bit over 12. Nothing is broken: the plan is in megabits per second (Mbps), the download is measured in megabytes per second (MB/s), and 1 byte is 8 bits. The calculator below shows both units side by side.

No. Mbps is megabits per second and MB/s is megabytes per second. A megabyte has 8 megabits, so 8 Mbps equals 1 MB/s.
It is a historical telecom convention, which counts bits transmitted per second. The practical effect is that the plan number looks 8 times larger than the speed you see in the download.
TCP and IP headers (the theoretical Ethernet ceiling is about 95%), Wi-Fi quality, the server speed limit, peak hours and the disk itself. Measure with a speed test and compare.

ISPs sell speed in bits per second (Mbps). Files and browsers measure in bytes (MB). Since 1 byte is 8 bits, a download moves at one eighth of the advertised number: 100 Mbps delivers at most 12.5 MB/s.
