The builder opens on /time set day. The value the game stores is not a clock hour but a tick from 0 to 23999. Below is what each shortcut is worth, how to turn any tick into an hour and what to do so the day stops passing.

3000 ticks after tick 0, which is 6:00.

Combine it with /time set day.
Type /gamemode creative in chat. For another player, add the name or a selector: /gamemode creative Steve or /gamemode creative @a. The four modes are survival, creative, adventure and spectator, spelled out: Java does not accept the s, c and a abbreviations. The command needs level 2, so in a local world the game must have cheats on.
Run /time set day and then /gamerule advance_time false. The first chooses the time and the second stops it from advancing. If you only want to skip one night, run just the first command.
Tick 1000 is 7:00 on the game clock, where tick 0 is 6:00. Every 1000 ticks move an hour, and 24000 close the day, so tick 18000 is midnight.
/time set chooses a time within the current day, and /time add adds to the time that was already there. If it is 7:00 and you run /time add 1000, it becomes 8:00. Both accept ticks, and set also accepts day, noon, night and midnight.
Yes: /time needs level 2, like /gamemode and /weather. In local worlds, turn cheats on; on servers, only operators can use it.
