The builder opens on /tp with the destination "~ ~10 ~", which moves you 10 blocks up from where you stand. Swap it for fixed coordinates, another player, or turn on rotation, and the finished line appears beside it. Here is the rule for each kind of coordinate.

The in changes the dimension of execution.
Type /gamemode creative in chat. For another player, add the name or a selector: /gamemode creative Steve or /gamemode creative @a. The four modes are survival, creative, adventure and spectator, spelled out: Java does not accept the s, c and a abbreviations. The command needs level 2, so in a local world the game must have cheats on.
The tilde adds along the world axes (east-west, height, north-south). The caret adds along the direction you look: forward, up and left. That is why ^ ^ ^5 always moves forward, and ~ ~ ~5 always moves south.
Yes: /tp @s Steve takes you to Steve, and /tp Steve @s brings Steve to you. Both names must be online and in the same world; for another dimension, use /execute in first.
/tp does not look for ground: it puts you exactly at the height you asked for. If y is below the world or over empty air, you fall. Use a y from an area you know and watch out for fall damage.
No: like the other level 2 commands, only operators use it. Local worlds need cheats on, and on servers the owner has to give the player /op.
