what is TAC in an IMEI and what is IMEISV
An IMEI looks like any number, but each stretch has an owner: the body that allocated the TAC, the manufacturer that numbers the serial and the Luhn arithmetic at the end. This page breaks an example apart, lists the body identifiers from TS.06 and shows how the IMEISV changes the ending.

The 35 is one of the active identifiers in Annex A.
The check digit goes out and 2 software version digits come in.
Follows the 00 44 MMMM ZZZZZZ format from TS.06.
Per 3GPP TS 23.003, they are 8 digits of TAC, 6 of serial number and 1 Luhn check digit. The first 2 digits of the TAC identify the body that allocated it, and the next 6 identify the model. The serial number is assigned by the manufacturer within the TAC.
No. The TAC is the first 8 digits of the IMEI and identifies the type of device, not the individual unit. The part that identifies the unit is the 6-digit serial number that follows.
The IMEI has 15, with the check digit. The IMEISV has 16, without it. The 14-digit form shows up in registries that store the IMEI without the last digit, and the tool calculates the 15th from it.
The Reporting Body Identifier: they indicate which authorized body allocated the TAC. The table comes from Annex A of GSMA TS.06, version v27.0, and may change in future versions.

The tool does not give the device model: there is no TAC to model table here, on purpose.
| Digit | 4 | 9 | 0 | 1 | 5 | 4 | 2 | 0 | 3 | 2 | 3 | 7 | 5 | 1 | 8 |
|---|---|---|---|---|---|---|---|---|---|---|---|---|---|---|---|
| Double | x2 | x2 | x2 | x2 | x2 | x2 | x2 | ||||||||
| Value | 4 | 9 | 0 | 2 | 5 | 8 | 2 | 0 | 3 | 4 | 3 | 5 | 5 | 2 | 8 |
4 + 9 + 0 + 2 + 5 + 8 + 2 + 0 + 3 + 4 + 3 + 5 + 5 + 2 + 8 = 60
Digits in alternating positions are doubled starting next to the last one, and doubles above 9 lose 9. The total must be a multiple of 10.
