test IMEI for development
To test a device registry, an MDM API or a support screen, you need IMEIs that pass validation without being a real device's. The GSMA describes a test IMEI format, and the generator relies on it. Here are the rule, the limits and a set of fixtures.
MMMM = 1234 and serial 567890.
MMM = 234, XX = 00 (reserved) and YYY ZZZ = 123456.
No check digit: the validator shows the derived 15-digit IMEI.
Passes any length check and the 00 prefix, only Luhn stops it.
Per 3GPP TS 23.003, they are 8 digits of TAC, 6 of serial number and 1 Luhn check digit. The first 2 digits of the TAC identify the body that allocated it, and the next 6 identify the model. The serial number is assigned by the manufacturer within the TAC.
No. A device's IMEI is written by the manufacturer, the tool alters no device and changing an IMEI is a crime in some countries. The generated numbers are for test data in software.
Because generating IMEIs with consumer device TACs would produce numbers that look like real devices', which invites misuse. The 00 range was designed for test equipment and does not identify a consumer device.
Use a seed under Options. With the same seed and the same options, the list comes out identical, and you can export to TXT, CSV or JSON to keep alongside your fixtures.

The tool does not give the device model: there is no TAC to model table here, on purpose.
| Digit | 4 | 9 | 0 | 1 | 5 | 4 | 2 | 0 | 3 | 2 | 3 | 7 | 5 | 1 | 8 |
|---|---|---|---|---|---|---|---|---|---|---|---|---|---|---|---|
| Double | x2 | x2 | x2 | x2 | x2 | x2 | x2 | ||||||||
| Value | 4 | 9 | 0 | 2 | 5 | 8 | 2 | 0 | 3 | 4 | 3 | 5 | 5 | 2 | 8 |
4 + 9 + 0 + 2 + 5 + 8 + 2 + 0 + 3 + 4 + 3 + 5 + 5 + 2 + 8 = 60
Digits in alternating positions are doubled starting next to the last one, and doubles above 9 lose 9. The total must be a multiple of 10.
Everything runs in your browser. No IMEI you type or generate is sent to a server, and analytics only receives the action and the overall result, never the number.
