Validate an IMEI by its Luhn digit, understand TAC and serial number and generate test IMEIs in the reserved range, in bulk.
The IMEI has 15 digits in three parts, per the 3GPP TS 23.003 specification: the 8-digit TAC (Type Allocation Code), the 6-digit serial number and a check digit computed by the Luhn algorithm. The TAC identifies the device type, and its first 2 digits are the identifier of the body that allocated the code (the Reporting Body Identifier, such as 35 for TÜV SÜD/BABT and 86 for TAF in China). The check digit is not transmitted to the network: it exists to catch typing errors. In 49015420323751 the doubled digits add up to 52, so the digit is 8 and the IMEI is 490154203237518. The IMEISV has 16 digits and swaps the check digit for 2 software version digits, with no Luhn. For testing, GSMA TS.06 defines the Test IMEI in the format 00 44 MMMM ZZZZZZ outside North America and 001 MMM XX YYY ZZZ in North America, and that is the range the generator uses. Those numbers are allocated to manufacturers for prototypes, cannot be sold in devices and operators may block them. There is no TAC to model lookup here: the full database is kept by the GSMA under its own terms and third-party copies go stale.

Per 3GPP TS 23.003, they are 8 digits of TAC, 6 of serial number and 1 Luhn check digit. The first 2 digits of the TAC identify the body that allocated it, and the next 6 identify the model. The serial number is assigned by the manufacturer within the TAC.

Digits in alternating positions are doubled starting next to the last one, and doubles above 9 lose 9. The total must be a multiple of 10.
